Port State Control officers (in the U.S., USCG) have authority under SOLAS, MARPOL, and domestic law to board and inspect foreign-flagged vessels in port. If a vessel is found to have deficiencies that pose an unreasonable danger to crew, cargo, or the marine environment, the PSC officer may issue a detention order preventing the vessel from sailing until deficiencies are corrected.
