The Oil Pollution Act (OPA 90) and 33 CFR Part 153 require the responsible party to immediately notify the National Response Center (NRC) at 1-800-424-8802 upon any oil discharge. The NRC is a 24/7 federal duty officer that coordinates with USCG and EPA. Failure to report is a separate federal crime from the spill itself.
