Under Rule 18, a sailing vessel shall keep out of the way of which of the following vessels?

Explanation

Rule 18(b) requires a sailing vessel to keep out of the way of NUC and RAM vessels. Sailing vessels do NOT automatically give way to power-driven vessels in general — they have precedence over power-driven vessels. They also do not automatically give way to constrained-by-draft vessels; Rule 18(d) creates a more nuanced obligation. Fishing vessels also give way to NUC and RAM but not to sailing vessels.
