Rule 18(d) states that a vessel constrained by her draft shall, in a crossing situation with a sailing vessel:
- AGive way to the sailing vessel because sail has precedence over power
- BNavigate with particular caution, but the sailing vessel must not impede her✓ Correct
- CAutomatically be considered the stand-on vessel regardless of which side the sailing vessel is on
- DSound two prolonged blasts to signal her constrained status
Explanation
Rule 18(d) does not grant a vessel constrained by draft an absolute right of way over sailing vessels. Instead it requires all vessels to navigate with particular caution when a CBD vessel is present. Sailing vessels should take care not to impede her, but the CBD vessel must still navigate with care. This is more nuanced than a simple give-way hierarchy.
