Fast Time Constant (FTC), the rain-clutter control, is used to:

Explanation
FTC shortens the displayed echo to its leading edge, breaking up the solid mass of rain clutter so that discrete targets within or behind the rain can be seen. It can weaken legitimate target returns if overused.
