The anti-clutter sea (STC / sensitivity-time control) is adjusted to:

Explanation
Sea-return clutter is strongest near the ship. Anti-clutter sea reduces receiver gain at short range to break up that clutter — but over-use can hide small close targets, so it is applied carefully.
