Under OPA 90 a tank vessel must have a Vessel Response Plan, and the crew must:

Explanation
OPA 90 requires tank vessels to carry an approved Vessel Response Plan identifying the Qualified Individual, response resources, and procedures. Crews must know their roles and take part in the required drills and exercises so the plan can actually be executed in a real discharge.
