A VCS captures the vapors pushed out of cargo tanks as liquid loads in, conveying them through a vapor header to a shore vapor-recovery or destruction unit. It reduces emissions and the explosion hazard around the vessel, and is regulated under 33 CFR 154 Subpart E and 46 CFR Part 39.
