Continuous communication between the two persons-in-charge during a transfer is required so that:

Explanation
A reliable, agreed means of communication (with backup and an understood common language) lets the PICs coordinate rate changes, tank switches, topping off, and especially an emergency shutdown without delay. Loss of communication is itself grounds to stop.
