Closed gauging is required on many cargoes so that:

Explanation
Closed gauging (fixed or portable closed devices through a vapor lock) keeps the tank sealed, preventing toxic/flammable vapor release on deck and air ingress into an inerted tank. Open ullaging is restricted, especially for toxic cargoes and inerted tanks.
