Before an oil transfer may begin, the Declaration of Inspection (DOI) must be completed and signed by:
- AThe persons-in-charge of both the transferring and receiving operations✓ Correct

- DAny able seaman on watch
Explanation
The DOI confirms both parties have inspected the system and agree it is ready and safe. The persons-in-charge (PIC) of the vessel and the facility (or the two vessels) each sign before transfer; a copy is retained for at least one month.
