Before an oil transfer begins, the Declaration of Inspection (DOI) must be:
- AFiled with the Coast Guard within 30 days
- BSigned only by the vessel's master
- CCompleted and signed by the persons in charge on both the transferring and receiving sides✓ Correct

Explanation
The DOI is a checklist completed and signed by the PIC of each side certifying that the system is ready and procedures will be followed. It is retained aboard for a required period, not filed routinely with the USCG.
