Explanation
Abandoning ship is a last resort — 'step up into the liferaft.' Only the master (or whoever has lawfully succeeded to command) orders it, when the vessel is beyond saving and staying aboard is more dangerous than taking to the survival craft. Until then, firefighting and damage control continue.
