How does a thermal protective aid (TPA) carried in survival craft help a casualty?

Explanation

A TPA is a bag or suit of waterproof material with low thermal conductance that covers all but the face, cutting convective and evaporative heat loss for a survivor in a lifeboat or raft. It is not a flotation device and is intended for use out of the water after recovery.
