Under Rule 19(d), a vessel which detects by radar alone the presence of another and determines risk of collision exists shall avoid an alteration of course to port for a vessel:

Explanation

In restricted visibility, a vessel shall avoid an alteration of course to port for a vessel forward of the beam (other than one being overtaken), and avoid altering toward a vessel abeam or abaft the beam.
