Under Rule 19(d), a vessel in restricted visibility SHALL NOT alter course to port for a vessel detected by radar:

Explanation

Rule 19(d)(i) prohibits an alteration of course to port for a vessel detected forward of the beam, unless overtaking. Turning to port toward an oncoming contact increases risk. The exception for overtaking reflects that bearing aft of the beam would allow a port turn safely.
