The difference between a Category I and a Category II 406 MHz EPIRB is that Category I:

Explanation

A Category I EPIRB is mounted in a float-free bracket with a hydrostatic release, so it deploys and activates automatically if the vessel sinks. A Category II is manually released and activated. Both transmit a registered 406 MHz distress signal to the Cospas-Sarsat satellite system.
