Rule 6 lists factors for safe speed (visibility, traffic, maneuverability, stopping distance, radar characteristics and limitations, etc.). Rule 19 adds that a vessel detecting another by radar alone must determine if risk of collision exists and, if so, take avoiding action in ample time.
