When the observed altitude (Ho) is greater than the computed altitude (Hc), the intercept is plotted:

The memory aid is 'HoMoTo' — Ho More, Toward. A larger Ho means the observer is closer to the body's GP than the assumed position, so the LOP is laid off toward the body along the azimuth.
