Simple MMC renewals with a clean, complete packet: 4–8 weeks. Endorsement upgrades with no documentation issues: 6–12 weeks. Complex cases — missing sea service documentation, criminal history review, or applications during high-volume periods: 3–6 months or longer.
These are general estimates. The actual time depends on your specific REC office, the type of application, the current backlog, and — critically — whether your packet is complete when it arrives.
What Affects Processing Time
1. Completeness of the packet
This is the single biggest variable. An incomplete application gets returned with a deficiency letter — and the clock resets. Common deficiencies:
- Sea service letters missing vessel tonnage, official number, or specific dates
- Drug test older than 185 days at time of submission
- Physical (CG-719K) not signed by the right type of physician
- Missing TWIC copy or expired TWIC
- Fee not included or wrong amount
- Missing STCW certificates for the endorsement applied for
2. Application type
Original MMC applications (first-time credentialing) typically take longer than renewals because there is more to verify. Endorsement upgrades that require NMC evaluation of sea service tonnage and route calculations add time. Simple renewals with unchanged endorsements move fastest.
3. REC office vs. NMC direct
Some mariners submit through a Regional Examination Center (REC) for in-person review. RECs can catch deficiencies on the spot and flag issues immediately, which can shorten the overall timeline even if it means a second in-person visit. Mail and online submissions go directly to Martinsburg, WV.
4. Time of year
The NMC sees higher volume in spring and summer as the commercial season ramps up. Applications submitted in January and February historically move faster. Applications submitted in April through June compete with the largest backlog of the year.
5. Criminal history or disqualification review
Applications that trigger a character review — prior drug charges, DUI, felony convictions — go through a separate adjudication process that can take significantly longer than a standard application. If this applies to you, consult with a maritime attorney before applying.
Tips to Move Faster
Apply early
Eight months is the minimum. Ten to twelve is better. If something goes wrong with your packet, you have time to correct it without panicking.
Use a checklist
Before mailing your packet, verify every item. The CG-719B checklist is your friend. Missing one page costs you six weeks.
Call your REC before you mail
Some mariners call their REC to ask about current processing times and confirm specific requirements for their application type. The staff can tell you if there are known issues.
Submit sea service letters that over-document
Include vessel official number, gross tonnage, route, your capacity, start date, end date, and exact day count on every letter. If the employer adds a phone number and signature, even better.

By Application Type
MMC Renewal (same endorsements)
The simplest application. You are renewing existing endorsements with no changes. If your packet is complete and your sea service demonstrates currency (90 qualifying days in the past 5 years), this moves through fastest. Typical: 4–8 weeks.
Endorsement Upgrade
Adding a new endorsement to an existing MMC — e.g., upgrading from OUPV to Master 100 GT, or from Master 100 GT to Master 500 GT. The NMC has to evaluate your sea service against the specific CFR requirements for the new endorsement. Typical: 8–14 weeks for a clean packet.
Original MMC (first credential)
First-time applicants go through identity verification, background checks, drug program enrollment, and full sea service evaluation. No prior credential means no shortcut. Typical: 10–16 weeks.
STCW Endorsements
Adding international STCW certifications (Basic Safety Training, Advanced Fire Fighting, etc.) requires submitting training certificates from approved schools. If the training records are current and the school is on the approved list, this typically processes alongside the main application.
